FCC Opens 2027 Auction for 132 New FM Construction Permits
The FCC has announced Auction 114, its next auction for FM broadcast construction permits, with bidding scheduled to begin February 2, 2027. The auction covers 132 vacant FM allotments across 36 states and territories, new radio signals that don’t exist yet, and are available to the winning bidders. If you are considering expansion into an underserved market or adding a second frequency in your market, this is worth evaluating now.
Is There a Permit Near You?
These are construction permits, not existing stations, so the winning bidder must build the facility from scratch. Permits range from small Class A signals in rural markets to larger Class C facilities. It's worth checking Attachment A against your existing coverage map and any communities you've been unable to reach.
Filing as Noncommercial (NCE): What to Know
As a noncommercial educational broadcaster, you'll declare NCE status on your application. That choice locks in after September 30, 2026 — you won't be able to change it later.
The risk: if a commercial applicant also files for that same permit, your NCE application is simply thrown out — no chance to compete, no fix. NCE only wins out on permits where no commercial applicant shows interest.

Bidding Credits
Winning bidders can get a discount on their bid: 35% off with no other media interests, or 25% off with three or fewer media interests. But if you already run a station, don't assume you qualify. If the new permit's coverage overlaps your existing station's market, you get no discount on that permit. A permit in a market where you don't already operate is a different story — worth confirming with an engineer before you count on the discount.
Timing: Start Planning Now
The filing window opens in about six weeks. Engineering studies, coverage analysis, and a realistic read on build-out costs take time. Stations that begin preparation now will be positioned to file strong applications when the window opens.
